Job Title: Head of Procurement

Salary: £400 per day

Type: Interim 3 months

Location: London

We are an organisation committed to preventing homelessness and support people at every step of their recovery from homelessness.

The Role

To  develop  and  implement  a  comprehensive  procurement  strategy,  appropriate  for,  and applicable to, the organisation as a whole, to achieve value for money, savings and other measurable benefits;


To provide advice on all procurement matters to the Executive Board, Procurement Board and key internal stakeholders;


To implement best practice procurement, and manage the Procurement team, ensuring that Procurement appropriately supports the delivery of key projects  through the procurement gateway process.

Key Responsibilities includes:

Input and communication with  stakeholders   across   the   organisation,   develop a  3-year  Procurement Strategy, and develop a plan to roll this out across the organisation.


           Work  with  managers  across  the  organisation  to  ensure    procurement  is  carried  out  in compliance with the Public Contracts Regulations 2015, all relevant EU and UK legislation and Standing Orders, and in accordance with procurement best practice at all times.


Lead  all  major  procurement  activities  (>£25,000)  to  ensure  that  they  are  compliant  and conducted effectively, to both applicable legal requirements and organisational procedures.


Carry out tender evaluation exercises, where appropriate and necessary, including ensuring that the correct balance of qualitative and commercial considerations is in place to deliver value for money.

      Provide support to staff for small scale purchases (<£25,000) in interpreting our policies and adopting standard procurement templates.


Ensure  that  all  new  contracts,  optional  extensions  and  renewals,  where  applicable,  are awarded within the prescribed time scales and deadlines.


Understand the organisation’s  procurement,  contracting  and  tendering  priorities,  and  identify opportunities to aggregate Divisional spend in order to: achieve economies of scale and value for  money;  maintain  consistent  standards  of  delivery  and  ensure  compliance  with  all regulations as appropriate.


      Undertake  regular  (every  6  months)  analysis  of  the  organisation’s  historical  procurement spend activity, and use this as a basis for developing, implementing and maintaining effective spend management.


Identify  and  agree  with  Finance  organisational  procurement  savings  targets,  and  present progress against target on a regular basis.


Taking the lead in recruitment and selection of new staff to the team. Developing performance targets for the work of the team, and monitoring team members’ work to ensure that these are met.

Supporting staff by setting clear objectives and holding individual supervisions regularly. Ensuring  good  communication  between  staff  by  holding  team  meetings  regularly,  and additional briefings as necessary.


Inducting new staff and planning the continuing development of existing staff on the basis of an annual appraisal.Managing the workload of the team to ensure that adequate cover is provided at all times.

Ensuring the health and safety of team members.  This will include implementing procedures for office safety and use of computer equipment. Defining  (and  reviewing  from  time  to  time)  the roles  of  staff  to  ensure  these  support  the function’s aims and objectives. Operating the Organisational  disciplinary and grievance procedures where necessary.
